Regular Session

Town Council

August 2, 2016


 

The Regular Session of Town Council was called to order by Mayor Leigh Stoddart at 6:55 pm with Councillors Rex Stoddard, Sherry Atkinson, Trudy Quinlan, Irene Baker, Cecil Brannen, and Russell Atkinson present.

 

ADDITIONS TO THE AGENDA :

 Claude Symonds/Island Lanes Sign

-Bluenose II/Refreshment Table

-Barrington Exhibition/Borrrowing of Canada Day Games

 

APPROVAL OF THE AGENDA:

            It was moved by Councillor Brannen and seconded by Councillor S. Atkinson to approve the agenda, as well as the additions, as circulated.  Motion carried.

 

APPROVAL OF THE PREVIOUS MINUTES:

            It was moved by Councillor R Atkinson and seconded by Councillor Quinlan to approve the previous minutes.  Motion carried.

 

APPOINTMENTS:   None

 

MATTERS ARISING FROM THE MINUTES: 

 

            a)  Shelb. Co. Health Care Professional Recruitment and Retention Comm..

 

            The Shelburne County Health Care Professional Recruitment and Retention Committee were seeking to secure funds for housing for a possible short term physician in the area.

At a previous meeting, the Clerk was instructed to inquire with the other four municipal units within Shelburne County, as to which ones were contributing to this and to what amount. At the commencing of this meeting there were no commitments from the other municipal units.

Councillor S. Atkinson motioned that this be tabled until further information was forthcoming, Councillor Brannen seconded this motion, motion carried.

                      

REPORTS

 

Streets, Sewers and Unsightly Premises:  The monthly report was read and discussed.

 

 

1976

 

          

 

Recreation:  Councillor S. Atkinson gave an update on the Senior’s Garden Party being held on August 10th.

            Councillor Baker stated that she was still waiting for information in regards to the pumpkin weigh off.

 

            Building Inspectors Report:  There was no report available at this time.

 

            Fire:  No fire report available at this time.

 

            Police:  No police report available at this time.

 

            Mayor/Councillors:

                        Councillor S. Atkinson reported on two meetings that she attended the past month; one for the Shelburne County Housing Coalition and one for the Western Counties Regional Library.

.

 

 

CORRESPONDENCE:   There was no correspondence for this meeting.



 

NEW BUSINESS



            a)  5 Year Capital Investment Plan 2016/2017-2020/2021:

 

                        A five year Capital Investment Plan was presented to Council and discussed.  Councillor Quinlan motioned that the plan be accepted as presented.  Councillor Brannen seconded this motion, motion carried.

 

            b)  Electors List for 2016:

 

                        Council was provided with the Electors List for the upcoming municipal election. There are a potential 575 voters on the list. It was moved by Councillor Brannen and seconded by Councilor Quinlan that the Electors List be approved as presented. Motion carried.

 

            c)  Deputy Returning Officer & Poll Clerks Wages:

 

Council discussed the wages of the Deputy Returning Officers and that of the Poll Clerks for the upcoming municipal election. It was moved by Councillor S. Atkinson and seconded by Councillor R. Atkinson that the Deputy Returning Officers be paid $17.00 per hour and the Poll Clerks be paid $15.00 per hour. Motion carried.

1977

 

            d)  Fisherman’s Memorial Service:

 

                        The date of September 18th, 2016 at 2pm has been set aside for the Fisherman’s Memorial Service.  The Officiator of the service is yet to be determined.

 

ADDITIONS TO AGENDA:



            a)  Claude Symonds/Island Lanes Sign:

                        A request was received from Claude Symonds for the Island Lanes Bowling Alley business sign that is on a property that the Town owns.

                        Councillor R. Atkinson motioned that we give him the sign.  Councillor Brannen seconded this motion, motion carried.

 

            b)  Bluenose II/Refreshment Table:

                        Mayor Stoddart requested that Council set up a refreshment table for one day when the Bluenose II comes to visit on September 6th, 7th, 8th, and 9th, 2016.  The date for this will be determined at the next general meeting.

 

            c)  Barrington Exhibition/Canada Day Games:

                        A request was received from Andrea Mood Nickerson for the use of our Canada Day game booths and games for the Barrington Exhibition being held in August.

                        Councillor R. Atkinson motioned that this be allowed, that games and booths be returned in the condition that they received them.  Councillor Baker seconded this motion, motion carried.


At 9:10pm, and there being no other business to discuss, Councillor Brannen motioned to adjourn.
