 Regular Session

Town Council

August 7, 2019

 

The Regular Session of Town Council was called to order by Mayor Leigh Stoddart at 7:00 pm with Councillor Stoddard, Councillor Baker, Councillor Link, Councillor Atkinson, Councillor Newell and Councillor Quinlan in attendance. 

 

 

ADDITIONS TO THE AGENDA:

          

a)   Wanda Atkinson- July 1 2020 Canada Day

b)  NSFM Long Service awards

c)   Family Day

APPROVAL OF THE AGENDA:

 

            It was moved by Councillor Stoddard, seconded by Councillor Atkinson to approve the agenda as circulated.  Motion carried.

          

 

APPROVAL OF THE PREVIOUS MINUTES:

 

            It was moved by Councillor Stoddard and seconded by Councillor Newell to approve the previous minutes. Motion Carried

 

APPOINTMENTS:

 

            Clean Oceans:

                        A presentation was made to council by John Davis and Nathan Blades asking Council to support a request for a full Public Inquiry into the safety of off shore oil drilling on the Eastern Shelf.

                        It was moved by Councillor Stoddard and seconded by Councillor Quinlan that a letter of support for a full public Inquiry for drilling offshore of Nova Scotia be sent to The Minister of Fisheries, Oceans and The Canadian Coast Guard, Minister Of Natural Resources and Minister of Environment and Climate Change, from The Town of Clark’s Harbour. Motion carried.

            Matthew James:

                        A presentation was made to Town council from Matthew James and Don Beatty on their plans for the Development of property they are in the process of purchasing from Scotian Halibut on Kenney Street.

 

 

MATTERS ARISING FROM THE MINUTES: 

 

            There were no matters from the Previous Minutes

 

          

          

REPORTS

 

Streets, Sewers and Unsightly Premises:

 

Report was presented to Council and discussed.

One concern was passed on to Councillor Baker about 16 Boundary Street needing some   attention at the side of the road. Public works will address right away.

 

 

Recreation:

 

There was new playground Equipment ordered on August 6th.

 

 

          

Building Inspectors Report:

 

There was no report available for the month of July.           

          

 

 

            Mayor/Councillors: 

          

            Councillors Quinlan and Councillor Newell reported information on the most recent meetings they attended. The Clerk Reported on a recent meeting attended at The Black Loyalist Center about Health Care in Shelburne County.

CORRESPONDENCE: 

 

Barrington Municipal Exhibition:

            A sponsorship request was received from The Barrington Exhibition Committee asking for a donation from The Town of Clark’s Harbour.

                                    It was moved by Councillor Baker and seconded by Councillor Newell to  donate $200 to the Exhibition this year. Motion carried.

          

 

NEW BUSINESS:

 

                      

            2018/2019 Financial Statements –Final

                      

                        The final financial statements for 2018/2019 were presented to Council for approval. There were no changes from the draft financial statements.

                         It was moved by Councillor Stoddard and seconded by Councillor Link that the financial statements be accepted as presented. Motion carried.

 

            2019/2020 Operating Budget- Final

 

                        The 2019/2020 operating budget was presented to council and discussed for approval, it was a balanced budget.

                        It was moved by Councillor Newell and seconded by Councillor Quinlan that the budget be accepted as presented. Motion carried.

 

            Capital Investment Plan

 

                        The five year Capital Investment Plan was presented to Council and discussed.

                        It was moved by Councillor Stoddard and seconded by Councillor Baker that the plan be accepted as presented. Motion carried.

 

 

            Paving of Boundary Street

 

                        An agreement was sent to The Town Of Clark’s Harbour from N.S Transportation and Infrastructure Renewal describing the proposed cost shared work and associated cost. The work will be completed using current 2019 tender prices obtained by NS Transportation and Infrastructure Renewal Highway Programs.

                        It was moved by Councillor Baker and Seconded by Councillor Newell to accept the agreement presented to the town for an estimated cost share of $60,000- $65,000 . The Towns cost to be $30,000 to $32,500 with a possible 10% increase. Motion carried.

Additions to the Agenda

 

 

            a) Wanda Atkinson Proposal for July 1st :

 

                        Wanda Atkinson asked if The Town was interested in hiring her for 3 weeks leading into Canada Day to help organized the Celebrations.

                        It was decided by council that they would consider the proposal and discuss further at the regular meeting of Council in September.

 

 

          

 

            b) NSFM Long Service awards:

                      

                        The NSFM has a Long Service Award program offering recognition certificates to those have served on Council for a minimum of 10 years. There were 4 eligible Individuals from The Town of Clark’s Harbour. Councillor Rex Stoddard and Councillor Russell Atkinson both are eligible for the 10 or more years of service. Councillor Irene Baker is Eligible for the 15 years or more of service award and Mayor Leigh Stoddart is eligible for the 25 or more years of service award. It was not determined if any of the recipients would be able to attend the Annual Conference this year in Halifax on November 6th to receive the awards in person, but each will still be eligible to receive them. Attendance will be determined at the next Regular Session of Council.

          

 

            c) Family Day:

 

                        Family Day in Clark’s Harbour is going to be held on Sept 21 as part of The 100 Year Celebrations. There will be a pig roast and salads for a meal. There will also be old fashion games children’s games played on the Ballfield.

 

 

            d) Dog Inquiry:

 

                        Councillor Newell was asked about dog complaints. A motion was passed at a previous council session stating that all dog complaints must be made in person at the town hall and the Complainant fill out a complaint form with signature.

As there was no further business it was moved by Councillor Baker the meeting be adjourned at 10:03 pm. Motion carried.
