Regular Session


Town Council


December 04, 2019




The Regular Session of Town Council was called to order by Mayor Stoddart at 7 pm with Councillor Stoddard, Councillor Link, Councillor Baker and Councillor Newell present. Councillor Quinlan and Councillor Atkinson were unable to attend.

APPROVAL OF THE AGENDA:


It was moved by Councillor Stoddard, seconded by Councillor Baker to approve the agenda as circulated. Motion carried.


APPROVAL OF THE PREVIOUS MINUTES:


It was moved by Councillor Newell and seconded by Councillor Link to approve the previous minutes. Motion Carried

MATTERS ARISING FROM THE MINUTES: None

REPORTS


Streets, Sewers and Unsightly Premises:


Public Works Report was presented to Council and discussed. No issues arising from report.


Recreation:

Ball Park Back stop: An update was given to Council by Mayor Stoddart concerning the Backstop. No work has begun as of yet.



Building Inspectors Report: No report received for last month


Mayor/Councillors:

Councillor Link will be attending a Library meeting this week


CORRESPONDENCE:


Ducks Unlimited Donation Request: A letter was received requesting an Item for auction or a monetary donation for the annual fundraiser in February 2020.


It was moved by Councillor Newell and seconded by Councillor Link that an item for auction in the amount of $50 be purchased from Rex Stoddard. Motion carried


Roseway Hospital Charitable Foundation Request: A letter was received requesting support from The Town of Clark’s Harbour to help fund a new Digital X-Ray unit for Roseway Hospital in the amount of $7000.

It was moved by Councillor Stoddard and Seconded by Councillor Baker that the consideration be tabled for discussion until March 2020 Council meeting, when there will be a better outlook for the 2020-2021 fiscal year Budget. Motion carried.

NEW BUSINESS:



Staff Christmas Bonus:


A motion was made by Councillor Baker and seconded By Councillor Link that all staff be given $500 for Christmas bonus and $250 for the cleaner. Motion was defeated 3 to 2.

A motion was made by Councillor Stoddard that all staff be given $250 Christmas bonus and $125 to the Cleaner. There was no seconder for this motion.


A motion was made by Councillor Baker and Seconded by Councillor Newell that staff Christmas bonus be given as follows- $500 to Admin Assistant Julianne Link and Clerk Tammy Atwood. $250 to Public Works Employees Jason King and Vincent Dolliver and Cleaner Sybil Kenney. Motion Carried.


Land At Bruce Street: A piece of land approximately 50x125 has come up for sale on Bruce street next to the current parking lot used for parking at the Ball Field. It was discussed amongst Councillors that it may be a valuable purchase for the Town to allow for more parking at the field. Without the land not being viewed by all Councillors at this time it was agreed by all that a decision would be made at next council meeting as to go forward with an offer or not, to purchase.





Additions to the Agenda


Clark’s Harbour Tartan: It was brought to Councillor Newell’s attention that it may be a good idea for The Town of Clark’s Harbour purchase a bolt of the Town Tartan. They discussed that local crafters would perhaps be interested in purchasing the Tartan to make crafts etc. for Locals and Tourists to buy. Council at this time does not have enough information on the purchase to make a decision. Councillor Newell is going to find out more details and bring forward at January’s Council meeting.

 As there was no further business at 8:20pm it was moved by Councillor Baker the meeting be adjourned.
