 Special Council

January 31, 2019

A Special Council meeting was called to order by Mayor Leigh Stoddart at 6:30 pm with all Councillors present.

 


            Mayor Stoddart advised council that the Public Works Super Intendant Bryant Newell has given notice that he will be resigning.

            It was moved by Councillor Baker and seconded by Councillor Link that an advertisement for a new Public Works Employee be posted on our Website and our Facebook Page.

 


 

At 7:30 pm as there was no further business the meeting was adjourned.

 Special Council

January 28, 2019

A Special Council Recreation meeting was called to order by Mayor Leigh Stoddart at 6:31 pm with Councillors Rex Stoddard, Louann Link, Cara Newell, Trudy Quinlan, Russell Atkinson and Irene Baker present.

 

 

Additions to the Agenda:

a)     Poster – Trudy

b)     Poster contest - Irene

 

Approval of the Agenda:  Motioned by Councillor Stoddard, seconded by Councillor Quinlan            to approve the agenda as circulated, motion carried.

 

New Business:

 

            Recreation: Mayor Stoddart advised council that there is a recreation grant available to pay for one third of playground equipment up to a maximum of $5000. Council agreed to spend up to $10,000 and would receive 1/3 back from grant. It was asked that council bring playhouse ideas in by Friday Feb 1st.

                        It was decided by council that the boat at Seaside Heritage Hall would be brought to the playground and be made Child accessible as a play piece.

          

            Choir: It was discussed that The Black Mass Choir would be asked to perform for the 100yr anniversary on either May 4th or 5th.

 

            Community Garden: The planned Community Garden has commenced, measurments and design approximately 40x40.

 

            Banners: All Pole Banners for display in the Town for 100th Anniversary are completed except for the Baseball one.

 

            Movie Night: There will be a movie night hosted at the Clarks harbour Legion on February 15/19 starting at 6pm. Movie selection is Wrinkle In Time. Popcorn will be available.

 

            Dinner: March 4th 100yr Celebration dinner @ 630pm would like to ask SeaCadets to serve.

            Trudy Poster: There will be a paint night at BMHS with proceeds going to Juniper House. We will advertise the poster on the Town Website.

 

            Irene: Re: Poster contest in the school. 1st 2nd and 3rd place will be awarded to each class at CHES & OCA.  Council will choose 1st 2nd and 3rd overall. February 11th will be the deadline for entries.

 Regular Session

Town Council

January 02, 2019

 

The Regular Session of Town Council was called to order by Mayor Leigh Stoddart at 6:55pm with Councillors Louann Link, Rex Stoddard, Trudy Quinlan,  Irene Baker, and Cara Newell present. Councillor Russell Atkinson arrived at 6:59pm. 

 

          

 

ADDITIONS TO THE AGENDA: 

            Thank you letters from Camp Jordan, Sherry Atkinson and Elizabeth Cromwell were read to Council.

            Councillor Quinlan suggested an Event for the month of February for the 100th anniversary celebrations to be a Family movie night at the Legion Hall on Family Day February 18th.

It was moved by Councillor Baker and seconded by Councillor Newell that it be done. Motion Carried.

            It was moved by Councillor Baker, seconded by Councillor Quinlan to approve the agenda as circulated.  Motion carried.

          

 

APPROVAL OF THE PREVIOUS MINUTES:

 

            It was moved by Councillor Stoddard, seconded by Councillor Newell, to approve the previous minutes.  Motion carried.

MATTERS ARISING FROM THE MINUTES: 

 

            Council was asked for a design for 100th anniversary banners to be displayed this year, 5 different designs were presented to council by Councillor Stoddard. It was also suggested that local businesses be contacted to see if they would like to have a banner made for their business displaying a picture and dates of operation to be displayed for the 100th anniversary year. It was moved by councillor Baker and seconded by Councillor Quinlan that Mayor Stoddart and Councillor Stoddard select the design presented to council, and that local businesses be contacted to be given the opportunity to participate with the banners. Motion carried.

 

 

            It was moved by Councillor Baker and seconded by Councillor Quinlan that The Town would Hire 1 Employee to have the Heritage Hall open to the public this summer for the 100 year celebrations and that the wage be $12\hr. Motion Carried.

 

            It was moved by Councillor Stoddard and seconded by Councillor Atkinson that council honorarium be increased by $1200 this year to maintain net income as of January 1st 2019. Be it noted Councillor Baker was not in favor of the vote. Motion Carried.

 

            It was moved by Councillor Stoddard and seconded by Councillor Newell that Mayor Stoddart honorarium be increased by $2000 this year to maintain net income as of January 1st , 2019. Motion Carried.

 

          

REPORTS

 

Streets, Sewers and Unsightly Premises:

 

            Report was presented to Council and discussed.

 

It was noted to check with someone about the salt shed about the decaying concrete.

 

Recreation:

          

            Bike race will take place on August 10-11 2019 in the town            

 

Building Inspectors Report:

 

            There was no building inspector’s report for the month of December

          

Mayor/Councillors: 

                        Councillors Baker, Stoddard and Quinlan spoke of their various activities since the last regular meeting of Council.

CORRESPONDENCE: 

 

            a) Letter received from Bernadette Jordan stating a visit with Mayor and available Councillors on January 23rd 2019 at 6:30 pm in Council Chambers.

 

            b) An E-mail was received from Sean Duff confirming the dates for the bike race and requesting the use of the Legion to have a meal for the Racers. It was moved by Councillor Baker and seconded by Councillor Quinlan that the Legion be of no charge to Bicycle N.S this would be a Donation from the Town for a Contribution to the race. Motion carried.

 

 

 

NEW BUSINESS

 

Mapping and Geographic Services

          

            A E-mail was received from 4site group stating that there would now be a charge to the town from Land mark Geographic Services for data keeping and ongoing access to the data.  Fortunately this has been a free service for the past 15yrs.

It was moved by Councillor Quinlan and seconded by Councillor Newell that The Town will  Contract through 4Site for option #1 for a fee of $1300\ yr. Motion Carried.

 

Woman Of The Year Nominations

          

            Nominees from council for Woman of the year were Karen Goreham, Della Maxwell, Donna Nickerson, Nicole Hurlburt, and Karen Swim.

            Council Held a vote, Nicole Hurlburt was chosen as the Nominee from Clarks Harbour. It was also decided that Should Nicole Hurlburt decline that Karen Swim be the alternate Nominee.

 

 

 

 

 

As there was no further business it was moved by Councillor Baker and seconded by Councillor Newell the meeting be adjourned at 8:30 pm. Motion carried.
