Regular Session

Town Council

July 05, 2016


The Regular Session of Town Council was called to order by Mayor Leigh Stoddart at 6:55pm with Councillors Rex Stoddard, Sherry Atkinson, Trudy Quinlan, Irene Baker, Cecil Brannen, and Russell Atkinson present.

 

ADDITIONS TO THE AGENDA :  None

 

APPROVAL OF THE AGENDA:

 

            It was moved by Councillor Brannen and seconded by Councillor R. Atkinson to approve the agenda, as circulated.  Motion carried.

 

APPROVAL OF THE PREVIOUS MINUTES:

 

            It was moved by Councillor Stoddard and seconded by Councillor Quinlan to approve the previous minutes.  Motion carried.

 

APPOINTMENTS:   None

 

 

MATTERS ARISING FROM THE MINUTES: 

 

            a) Final Audited Financial Statements/Redding CA:

The final audited Financial Statements from Redding CA were reviewed by Council.  There was a surplus of $4 469.00.   Councillor R. Atkinson motioned that the final statements be accepted as presented.  Councillor Brannen seconded this motion, motion carried.

Councillor Brannen motioned that the surplus of $4 469.00 be put in an operating reserve account.  Councillor S. Atkinson seconded this motion, motion carried.

 

            b) Roseway Student Sponsorship Program: (June 7 2016)

                        Councillor S. Atkinson motioned that the Town of Clarks Harbour commit to this sponsorship program in the amount of $342 per year for the next five (5) years.  Councillor Baker seconded this motion; all were in favor, with the exception of Mayor Stoddart and Councillor Stoddard, who voted against, motion carried.

                      

REPORTS

 

Streets, Sewers and Unsightly Premises:  The monthly report was read and discussed.

 

 

1972

          

 

Recreation:  There was no recreation report available at this time.

 

            Building Inspectors Report:  The building inspector’s report for the month of June was presented.  There were a total of six (6) permits issued for the month of June; four (4) residential, one (1) shed, and one (1) commercial, for a value of $478 500.

 

            Fire:  No fire report available at this time.

 

            Police:  No police report available at this time.  Councillor Stoddard did report that there would be a RCMP officer residing within the Town on a permanent basis in August of this year.

 

            Mayor/Councillors:  Councillor Quinlan reported on an Annual General Meeting she attended on behalf of the Town for SASI.  Councillor Quinlan also attended a Kids’ Fair Play Fun’d meeting, she reported that there were three (3) kids from Town that benefited from this program last fiscal year.

 

                        Councillor Baker reported that the recent renovations taking place at the Bay Side Home were nearly completed.

 

                        Councillor S. Atkinson reported on an Annual General Meeting she attended for the Western Counties Regional Library.  She reported that funding for the Regional Libraries from the provincial and federal government levels was slowly dwindling.

 

                        Council also discussed the CAP program, which is largely funded through the Western Counties Regional Library,   They expressed dissatisfaction with the way in which the program was structured and the lack of communication.

                        Councillor Baker motioned that a letter be written to the Western Counties Regional Library stating this and Erin Comeau, the coordinator with the Western Counties Regional Library, be asked to a meeting.  Councillor Quinlan seconded this motion, motion carried.

 

CORRESPONDENCE

 

a)  Shelb. Co. Health Care Professional Recruitment and Retention Comm.:

 

 A request was received from the Shelburne County Health Care Professional Recruitment and Retention Committee seeking support to fund housing for locum physicians who may come to the area.

Councillor Baker motioned that the Clerk correspond with the other units to see what their contributions would entail and that this be discussed at the next general meeting.  Councillor Quinlan seconded this motion, motion carried.

            b)  Tri County Pregnancy Care Centre:

                        The Town received a thank you letter from the Tri County Pregnancy Care Centre for our financial gift.

 

            c)  CUPW:

                        A request was received from the Canadian Union of Postal Workers to support them in their endeavor to make certain that everyone has an input on the reviews the federal government is undertaking in the study of Canada Post and its services.

                        Following a lengthy discussion, Councillor Brannen motioned that this be tabled, Councillor Stoddard seconded this motion, motion carried.

 

            d)  Row For Nanny’s Cure:

                        The Committee for ‘Row for Nanny’s Cure’ is putting together a Survivor-Cape Island fundraising event on July 16th, 2016 for the Rosalin Nickerson CARE Fund Society and have requested help from the Town.

                        Councillor Stoddard motioned that $200.00 be donated toward the event and to contact one of the committee members to see in which way this would best benefit them.  Councillor Brannen seconded this motion, motion carried.

 



NEW BUSINESS

 

            a)  Canada Day Results:

                        With the help of numerous volunteers, Canada Day was a great success.  The car show brought in $815.05, which will be donated to the Rosalin Nickerson CARE Fund Society; games - $1521.30, Tiny Tot Pageant - $1045.00, Scavenger Hunt - $15.00 and the 5K Fun Run - $285.00.

                        Councillor Brannen motioned that, dependent upon the scope of the volunteer’s involvement, that they receive a $50.00 or a $20.00 cheque.  Councillor Stoddard seconded this motion, motion carried.

                      

 
 

At 9:10pm, and there being no other business to discuss, Councillor Baker motioned to adjourn.
