Regular Session

Town Council

November 23, 2022

 

The Regular Session was called to order by Mayor Stoddard at 7:00 pm with Councillors Trudy Quinlan, Irene Baker and Russell Atkinson present.

Council Link was absent due to personnel reasons.

 

ADDITIONS TO THE AGENDA:

 

1.     Tyrell Goodwin – Class II Wastewater Certificate

APPROVAL OF THE AGENDA:

 

                It was moved by Councillor Quinlan and seconded by Councillor Baker that the agenda as well as the additions be approved as circulated. Motion carried unanimously.

 

APPROVAL OF THE PREVIOUS MINUTES:

 

                It was moved by Councillor Atkinson and seconded by Councillor Quinlan that the Minutes from the previous meeting be approved as circulated. Motion carried unanimously.

 

APPOINTMENTS:

 

            None

 

MATTERS ARISING FROM THE MINUTES:

 

 

a)  Asset Management Policy

 

            At the last regular meeting of Council, a draft Asset Management Policy was presented to Council and approved.  As there were no changes, Councillor Quinlan motioned to accept the policy as presented, motion seconded by Councillor Atkinson, motion carried.

 

 

REPORTS:

 

 Streets, Sewers and Unsightly Premises:

                

 The Public Works Report was presented to Council and discussed.

Recreation:  Nothing to report.

 

                                         

Building Inspector Report:

 

            The building inspectors report for the month of October was shared with Council.  One (1) permit was issued with a commercial value of fifteen thousand dollars ($15 000).

 

Mayor/Councillors:

                 

 Mayor Stoddard and Councillors reported to Council on meetings that they attended since the last regular meeting of Council.

 

CORRESPONDENCE:

 

            a) SASI – Shelburne Association Supporting Inclusion – Wheelchair Accessible Van

 

                        Councill Baker motioned to give two hundred dollars ($200) to SASI towards their goal to purchase a wheelchair accessible van for their residents, Councillor Atkinson seconded the motion, motion carried.

 

 

 

NEW BUSINESS:

 

a)      Staff Bonuses

 

Councillor Quinlan motioned to favor the staff of the Town of Clark’s Harbour with bonuses of five hundred dollars ($500) each and that of the cleaning staff, two hundred and fifty dollars ($250) each, Councillor Baker seconded the motion, motion carried.

 

            b)  House Decorating Acknowledgement

 

It was decided by Council to hold the house decorating acknowledgement on December 19 2022.

 

            c)  Food Bank

 

                        The Clerk received a phone call (later an email request) from Earl Goodwin for a donation to the food bank which is operated from the Centreville Baptist Church.  This is the only food bank that services the Cape Sable Island and Barrington areas.

                        Councillor Quinlan motioned to donate two hundred ($200) dollars to help stock the food bank, Councillor Atkinson seconded the motion, motion carried.

 

 

AGENDA ADDITIONS:

 

            a)  Tyrell Goodwin – Class II Wastewater Certificate

 

                        At this time Council entered into an in camera session.

                        Councillor Baker motioned to move in camera to discuss a personal matter, Councillor Atkinson seconded the motion, motion carried.  The time being 7:22pm.

 

 

                        At 7:30 pm, Councillor Baker motioned to move out of camera, Councillor Atkinson seconded the motion, motion carried.

 

                        Tyrell Goodwin who is Supervisor of the Wastewater Treatment Facility successfully passed his Class II Wastewater Certification.  This will officially come into effect on April 01 2023.

                        Councillor Atkinson motioned to increase his salary, effective April 01 2023, to the agreed upon amount, Councillor Quinlan seconded the motion, motion carried.

                               Regular Session

Town Council

November 02, 2022

 

The Regular Session was called to order by Mayor Stoddard at 7:00 pm with Councillors Trudy Quinlan, Irene Baker, Louann Link and Russell Atkinson present.

MATTERS ARISING FROM THE MINUTES:

 

            a)  Dog By Law – Update

 

                        At the September 7th meeting of regular Council, the current dog by law was discussed in length.  At the request of Council, the Clerk sent it to the town’s solicitor for a legal opinion, at the time of meeting, there had been no response from the solicitor.

 

b)  Memorandum of Understanding – MOB/TOCH – Update

 

            Barrington Municipality met on October 25th 2022 and Council agreed to enter into a Memorandum of Understanding with the Town of Clark’s Harbour, regarding a regional wastewater facility.  The town has sent out a request for a feasibility study to be completed.

REPORTS:

 The Public Works Report was presented to Council and discussed.

 

Recreation:

 

            Haunted House –

          

            There were 1200+/- participants in this years haunted house, the biggest turnout in the ten (10) years that it has been put on.  This event has proven to grow in enthusiasm with the young and old alike.  A big congratulations to Candace Nickerson (Maxwell), and Colin and Maureen Wickens for the dedication in pulling this event off and also congratulations to all other actors that took part in this spooktacular event.  And bravo to those that dared go through!!

            Councillor Atkinson motioned to compensate Candace, Colin and Maureen twenty one hundred dollars ($2100) for their dedication and hard work towards making the haunted house a success, Councillor Quinlan seconded the motion, motion carried.

 

            Breakfast With Santa –

 

            There will be a Breakfast with Santa on December 03 2022, at the Clark’s Harbour Legion commencing at 10am.  Preregistration for this event is a must, more details will follow on our social media site.

                                         

Building Inspector Report:

 

            The building inspectors report for the month of October was unavailable at the time of meeting.

 

Mayor/Councillors:

                 

 Mayor Stoddard and Councillors reported to Council on meetings that they attended since the last regular meeting of Council.

 

CORRESPONDENCE:

 

            a) & b) Western Regional Library and Sou’West Nova Transit

 

                        Thank you notes came from both the Western Regional Library and Sou’West Nova Transit for the town’s donations.  The Western Regional Library was able to purchase three (3) books for the Clark’s Harbour branch of the library.

            c)  Shelburne Association Supporting Inclusion

 

                        A request was received to ask the town for a monetary donation towards the purchasing of five (5) Automated External Defibrillators (AEDs), one (1) for each site location that the group oversees.

                        Councillor Baker motioned to donate two hundred ($200) towards the purchase of these devices, Councillor Atkinson seconded the motion, motion carried.

 

            d) Clyde River Trestle Bridge

 

                        It was brought to the attention of the town that the Woodland Multi-use Trail Association was seeking to have the trestle bridge in Clyde River repaired after a recent fire there.  The bridge is part of a trail plan implemented by the province and is also a part of Canada’s Great Trail.  It was felt that any and all support from any source would be greatly appreciated.

                        Councillor Baker motioned to write a letter of support in favor of the trestle bridge be repaired so the Trail Association may continue their work, Councillor Quinlan seconded the motion, motion carried.

 

 

.NEW BUSINESS:

 

a)      Canada Day Funding Application

 

The Town of Clark’s Harbour and the Municipality of Barrington will, jointly, apply for Canada Day funding.  As the Municipality of Barrington does not put on Canada Day activities, the Canada Day activities put on by the Town of Clark’s Harbour brings in participants from the town and municipality alike. It was the consensus of Council that more funds may be available if the application was submitted jointly.

 

b)  Municipality of Barrington – Rec Centre

 

The new proposed rec centre for the Municipality of Barrington was discussed.  As the proposed new centre would contribute to an individual’s and family’s overall physical and mental well being by providing a indoor recreation area that can be enjoyed through all seasons.

Councill Atkinson, seconded by Councillor Link, motioned to grant five thousand dollars ($5000) towards the project, if requested by the Municipality of Barrington, motion carried.

c)  Remembrance Day Ceremonies

 

Councillor Quinlan will be attending the BMHS Remembrance Day Ceremony on November 10th to lay a wreath on behalf of the Town of Clark’s Harbour.

 

            d)  Asset Management Policy

 

            Prior to the meeting, Council was presented with a draft of the Asset Management Policy to consider.  The intent of the policy is to assist the Town in the development and maintenance of their asset inventory.  This in turn will ensure that residents be provided with assets that serve their designated life expectancy, are regulatory compliant and with sustainable, reliable services.

            Councillor Baker moved to approve the draft asset management policy as submitted, Councillor Atkinson seconded the motion, motion carried.

          

 

e)  Committee Appointments

 

            Committee appointments remain unchanged as in the previous years.

 

f)  Financials – Year to Date – September 30 2022

 

                        Prior to the Council meeting, Council was presented with the year to date financial data.  The first six (6) months indicates a surplus of fifty thousand, six hundred and seventeen dollars ($50617).

 

g)  XTR Station – Lawyer Consultation

 

            There was an extensive discussion on the lack of gas/diesel service within the Town of Clark’s Harbour.  As the former XTR station is privately owned, it was felt that not much could possibly be accomplished without their consent.  It was the consensus of  Council members that the solicitor be contacted to determine if another avenue may be available.

                        Councillor Baker motioned to move in camera to discuss this topic, Councillor Atkinson seconded the motion, motion carried.  The time being 8:30pm.

                        At 8:38 pm, Councillor Baker motioned to move out of camera, Councillor Atkinson seconded the motion, motion carried.

 

                        Councillor Atkinson motioned to not become involved in the above project regarding solar energy, Councillor Quinlan seconded the motion, motion carried.

 

 

 

            b)  Legion Remembrance Day Banners

 

                        Mayor Stoddard expressed concern in the way in which the Remembrance Day banners, commemorating our fallen vets, was being placed on poles.  A legion member, with the aid of the Public Works employees, put them up this year, but because of potential liability factors, it was determined that the Town would take them down and discussion at a later date to determine how to proceed in the future.

 

As there was no further business to discuss, Councillor Link motioned to adjourn the meeting, the time being 9:08pm.
