 Regular Session

Town Council

September 01, 2021

 

 

The regular session of Town Council was called to order by Mayor Stoddard at 6:57 pm with Councillor Quinlan, Councillor Link, Councillor Baker, and Councillor Atkinson in attendance. 

 


ADDITIONS TO THE AGENDA: NONE

 
                                                                                                                                                          

APPROVAL OF THE AGENDA:

 

            It was moved by Councillor Atkinson, seconded by Councillor Quinlan to approve the agenda as circulated.  Motion carried unanimously. 

          

 

APPROVAL OF THE PREVIOUS MINUTES:

 

            It was moved by Councillor Quinlan and seconded by Councillor Baker to approve the previous minutes. Motion Carried unanimously.

 

 

APPOINTMENTS:   April Dedrick- Belliveau Veinotte -7pm

 

            April Dedrick presented the audited 2020-2021 Financial statements to Council.

It was a successful audit with the Town of Clark’s harbour showing a surplus for year ending March 31- 2021.

            It was moved by Councillor Atkinson and seconded by Councillor Quinlan that the surplus of $71,228.11 be moved from the General operating account to the Operating reserve by the Clerk. Motion carried , unanimously.

MATTERS ARISING FROM THE MINUTES:

 

Fitness Classes at Legion: More details were given to Council about the Fitness classes being instructed by Susan Thorburn, 2 nights each week Monday & Thursday.

 It was moved by Councillor Baker and Seconded by Councillor Atkinson that the legion be rented to Susan for the regular rate set out in the Legion rates and a rental agreement be signed. Motion Carried, unanimously.

 


 

REPORTS

 

Streets, Sewers and Unsightly Premises:

                         Public Works Report was presented to Council.

At last council meeting permission was given to PW to install a spray bed liner on the new GMC truck for $450-$500 cost. The actual cost was actually going to be $750 or more. It was decided that was too much money and not to install at that cost.

                                  

Recreation:

                        

 

Building Inspectors Report:  August 1 permit $50,000       

          

            Mayor/Councillors:

                        Councillor Quinlan and Mayor Stoddard gave reports of recent meetings they attended.

                      

                                              

CORRESPONDENCE: 

          

            Donation Request- Dutch Auction For Bill Baker Jr

 

            Councillor Baker declared conflict of interest and left the Chambers.

 

A letter of request for donation was read to Council regarding a Dutch auction that will be held for Bill Baker Jr on September 23-24 to raise money for the family during his treatment.

It was moved by Councillor Quinlan and Seconded by Councillor Link that a $200 Donation be given to the Cause in the form of 8 $25 gift cards from various local businesses. Motion carried, unanimously.

NEW BUSINESS:

 

            Review of TOCH Policies:

 

            Notice of intent to consider changes to several Town Of Clark’s harbour policies were discussed by Councillors Sept 1 2021.

                        

            Review of Recent Dog By Law Offense Events:

 

In light of the recent findings from conversing with another solicitor it was discussed with Councillors about pending fines that had been issued.

            It was moved by Councillor Atkinson and seconded by Councillor Link that the fines be dismissed. Motion carried, unanimously.

 

As there was no further business at 8:56pm it was moved by Councillor Atkinson the meeting be adjourned.
